Milligan supported the development and coordination of technical provisions with local districts and authorities. Our role focused on strategic planning and oversight of toll-related initiatives, including capital and operational cost estimates for toll equipment, systems, and operations.

This involved developing requirements for the coordination of toll zone construction within a project corridor and evaluating project costs over time to keep the estimates up to date. We also worked with TxDOT and project staff to develop a Managed Lanes Signing package, which documented TMUTCD/MUTCD standards and various approaches of managed lane signing within and around the state of Texas.

This effort included a statewide review of managed lanes signage practices, culminating in recommendations for standardized approaches to be adopted regionally and statewide, reinforcing TxDOT's long-term strategic objectives for consistency, safety, and driver clarity across the Texas managed lanes network.
